Speaking during a prominent industry session, the leaders of the nation’s leading mortgage giants detailed how ongoing modernization efforts have successfully reduced closing costs and maintained high standards of loan quality, safety, and soundness.

As the housing market continues to navigate affordability hurdles, both enterprises are expanding their focus beyond valuations. Fannie Mae and Freddie Mac are now aggressively targeting income verification bottlenecks and occupancy fraud to drive down underwriting turn times, minimize closing expenses, and substantially curtail repurchase risks for lenders. These strategic shifts mark a major evolution in how mortgages are originated, processed, and evaluated across the secondary market.

Fannie Mae, which began developing alternative appraisal pathways well before the onset of the COVID-19 pandemic, has leveraged its technological capabilities to process approximately 5.4 million loans using alternative valuation methods. According to company executives, these initiatives have generated an estimated $3 billion in direct consumer savings through the midpoint of the year.

"One example that I feel we’re really mature in is valuation modernization," said Jake Williamson, executive vice president and head of single-family at Fannie Mae, addressing industry professionals during the Chicago conference.

Similarly, Freddie Mac reported that its valuation innovations have yielded nearly $3 billion in borrower savings since 2017. These savings have been driven primarily by the enterprise’s Automated Collateral Evaluation (ACE) appraisal waivers and the ACE+ Property Data Report (PDR) options, which provide viable, technology-driven alternatives to costly traditional physical appraisals.

Despite the widespread adoption of these streamlined methods, leadership emphasized that credit risk management remains uncompromised. "While we are doing those appraisal waivers, we are continuing to see that quality remains in a good place, so it’s not compromising safety and soundness," noted Sonu Mittal, executive vice president and head of single-family acquisitions at Freddie Mac.

Tackling Title Fees

Building on the success of valuation modernization, both GSEs have turned their attention to the historically high and cumbersome costs associated with title insurance and closing fees. Fannie Mae has integrated attorney opinion letters (AOLs) directly into its selling guide while simultaneously rolling out its title acceptance program. These initiatives rely on sophisticated internal data and analytics to waive traditional lender title insurance requirements on eligible mortgage transactions.

According to Williamson, lenders have successfully delivered approximately 8,000 loans backed by AOLs and an additional 22,000 loans through the enterprise’s title acceptance framework, achieving a remarkable track record of zero title defects. Over the past 18 months, Fannie Mae estimates that these innovative programs have spared borrowers roughly $25 million in collective expenses, translating to individual savings ranging from $500 to $1,500 per loan transaction.

"Maybe one that’s not as mature is the title space and title alternatives, and we’ve been obviously working on various pilots and programs to try to reduce the cost in a responsible way," Williamson explained to the audience of lenders, servicers, and housing market stakeholders.

Freddie Mac’s comparable market offering, known as the lender title assessment, offers a parallel pathway. This program empowers originators to perform necessary title examinations and curative work independently, eliminating the mandatory purchase of a traditional title insurance policy or an AOL. Borrowers utilizing this pathway typically save an average of $600 to $650 per transaction, with individual savings fluctuating between $400 and $1,700 depending on regional title rates and state-specific regulations.

"We launched it almost a year ago, and we are seeing great results on that. We’ve purchased a little bit over $3 billion in that program," Mittal shared, pointing to the rapid adoption and strong performance of the title alternative offering.

Slashing Repurchase Risk

In addition to driving down upfront closing costs for prospective homebuyers, the GSEs are placing a heavy strategic emphasis on accelerating underwriting turnaround times, reducing operational friction, and catching potential misrepresentations early in the origination lifecycle.

Mittal pointed to Freddie Mac’s proprietary income calculator and an ongoing limited engagement initiative designed to act as an express lane for Loan Product Advisor (LPA), the enterprise’s automated underwriting system. Tested closely with select lending partners over the preceding six months, the new tool automates upfront income validation to streamline the documentation process.

"What they are doing there is validating the income for the lender, and it’s showing good promise early on. We funded a little bit over 500 loans — no doubt, it’s a small number, but we are continuing to learn a good bit from it," Mittal said, discussing the pilot program. "The cycle time on those loans is almost 10 days lower, and half the underwriting touches, which one would expect on a loan that is not leveraging this capability."

Fannie Mae has experienced similar success with its own technological solutions. The enterprise’s integrated income calculator has logged more than 550,000 evaluations across a network of 900 active lenders, helping to systematically drive down defect rates related to borrower earnings and employment verification, according to Williamson.

To further combat buyback exposure and mitigate institutional risk, Fannie Mae introduced a specialized occupancy misrepresentation tool within Desktop Underwriter (DU) in September. The advanced tool is engineered to flag inconsistencies and potential fraud indicators well before a loan reaches the closing table.

"That is supposed to capture about 20% of the defects that we observe on the back end from occupancy misrepresentation issues," Williamson stated. "When you layer those data validation services with other sort of cloud-related services, you can decrease your repurchase risk by like 80%, and so we really want to continue to lean into those tools."

Officials from Fannie Mae and Freddie Mac highlighted significant financial relief for consumers at the Mortgage Bankers Association (MBA) Annual Convention and Expo in Chicago, reporting that the government-sponsored enterprises (GSEs) have saved borrowers billions of dollars by phasing out traditional appraisals and streamlining complex title requirements.
