This initiative specifically targets financial discrimination directed at citizens due to their support for President Trump, the MAGA movement, pro-life causes, and a wide array of industries that have been historically disfavored by the Left. In direct response to a newly released report on debanking practices by the Office of the Comptroller of the Currency, the CFPB has committed to aggressively addressing any consumer harm resulting from these actions by the nation’s largest financial institutions.

The regulatory momentum builds directly upon the findings of the OCC report, titled “Guaranteeing Fair Banking for All Americans.” That extensive government review revealed that the nine largest national banks operating under its direct supervision—specifically JPMorgan Chase Bank, Bank of America, Citibank, Wells Fargo Bank, U.S. Bank, Capital One, PNC Bank, TD Bank, and BMO Bank—have maintained institutional policies or engaged in operational practices that actively denied or restricted financial access. According to the report, these restrictions were imposed on the basis of Americans’ political or religious beliefs, as well as a customer’s otherwise entirely lawful business activities.

To substantiate these findings, the OCC report published direct excerpts from internal bank documents, including internal corporate emails, which laid bare a pattern of biased and discriminatory decision-making within these corporate suites. Furthermore, the report demonstrated that entire economic sectors were made victims of this debanking phenomenon. Most notably, companies and individuals operating within industries related to firearms manufacturing and sales, traditional oil and gas production, and tobacco were routinely targeted for financial exclusion simply due to the nature of their lawful commerce.

The revelation of these practices has drawn sharp rebukes from financial regulators. Acting Director of the CFPB Mark Paoletta did not mince words when addressing the scope and nature of the discrimination uncovered by the regulatory review.

“It is appalling that these banks targeted American consumers for their political, social, or religious beliefs that did not align with the Biden Administration or its leftist allies,” said CFPB Acting Director Mark Paoletta. “Many of those targeted were supporters of President Trump. These thuggish tactics, which were also a defining feature of the Biden-Chopra CFPB, have no place in America. We thank the Department of the Treasury and the Office of the Comptroller of the Currency for conducting its review to shed light on these shameful practices. The CFPB will fully investigate whether the institutions featured in OCC’s report and others have complied with federal consumer financial laws and take appropriate action.”

As the primary federal agency holding supervisory and enforcement authority for major banks with over $10 billion in assets—including all nine institutions cited in the OCC report—the CFPB is uniquely positioned to address these systemic issues. The bureau’s jurisdiction extends across these massive banking institutions as well as certain nonbank financial entities, granting it the authority to comprehensively assess their compliance with federal consumer financial laws and penalize systemic unlawful behavior.

This high-profile announcement by the CFPB forms a core component of the agency’s broader, coordinated undertaking to implement Executive Order 14331, titled “Guaranteeing Fair Access to Banking for All Americans.” This executive directive has empowered regulatory bodies to advance their shared priority of vigorously remedying the widespread issue of debanking across the United States.

Under the framework of this executive order and existing federal statutes, the CFPB evaluates financial institutions for strict compliance with the Equal Credit Opportunity Act and the Fair Credit Reporting Act. Particular focus is being placed on the adverse action notice requirements mandated under these laws, alongside evaluations concerning Unfair, Deceptive, or Abusive Acts or Practices. When these evaluations uncover potential violations, the bureau moves swiftly to open formal supervisory investigations.

Prior to today’s announcement, the CFPB undertook a rigorous internal review of its Examination Manual, official guidance documents, agency regulations, and various other materials historically used to regulate or examine financial institutions under its statutory authority. This review was designed to ensure that these regulatory tools no longer contained vague or overly broad reputation risk concepts—mechanisms that federal officials argue have previously been weaponized to facilitate unlawful debanking.

In addition to revising its examination standards, the agency has systematically reviewed consumer complaints, alongside detailed supervisory and enforcement data, specifically searching for concrete evidence of potential unlawful debanking. The intelligence gathered from this data review is now serving as the operational foundation for independent investigations being pursued by the bureau.

To ensure that everyday Americans who have been affected by these practices have a clear avenue for recourse, the CFPB has updated its official website and consumer complaint portal. These digital updates are intended to significantly raise public awareness regarding the issue of debanking and provide accessible channels for reporting discriminatory financial behavior. The agency continues to actively encourage all consumers and business owners to submit formal complaints if they believe they have been unjustly denied financial services due to their political affiliations, religious beliefs, or lawful participation in disfavored industries.

Today, the Consumer Financial Protection Bureau announced the next major phase in its ongoing regulatory work to advance President Trump’s comprehensive fight against the practice of debanking businesses and individuals on the basis of their constitutionally protected rights.
