Los Angeles Community College District. In that proceeding, a professor alleged that the educational institution failed to protect her from ongoing sexual harassment by a male colleague. Although the litigation contained no race-related claims or causes of action, the regulatory complaint alleges that Draper engaged in unprofessional and racially insensitive exchanges with attorneys, utilizing outdated and offensive terms such as "coal black" and "light brown" to describe Black individuals. Additionally, the regulatory filing accuses the veteran judge of referring to adult women involved in or attending proceedings as "little girls" and making unprompted comments regarding the physical appearance of a female witness.

According to a report by Bloomberg Law published Wednesday, Draper appeared visibly uncomfortable, nervous, and awkward throughout the course of the disciplinary hearing. Rather than offering a streamlined defense, the judge reportedly stumbled through testimony, at times veering into rambling tangents that appeared unrelated to the central charges of judicial misconduct.

During the hearing, Draper forcefully denied portions of the regulatory complaint, claiming that an attorney who had expressed dismay over his conduct and commentary during the 2022 trial was actively lying about the encounters. In an effort to counter allegations that he harbored bias or routinely treated female participants with a lack of professional respect, Draper cited a written statement submitted by attorney Jamie Wright. In her statement, Wright had noted that the judge had "treated me with the utmost courtesy."

However, Draper’s attempt to leverage Wright’s favorable characterization quickly devolved into another controversial exchange. While addressing the commission, Draper described Wright as a "beautiful young woman." The remark immediately caught the attention of the panel, prompting Mani Sheik, a commissioner for the California Commission on Judicial Performance, to interrupt and ask the judge directly whether the remark was intended as a commentary on her physical appearance or her inner character.

Draper attempted to clarify his phrasing, though his explanation drew immediate scrutiny. "To me, a beautiful young woman is like a beautiful young man. I’m not sexually attracted to him," Draper testified during the hearing, according to Bloomberg Law’s account. "A beautiful young woman is somebody with a soul that I thought was a very honest person."

The disciplinary hearing represents a turbulent chapter in the final months of Draper’s tenure on the bench. Appointed to the Los Angeles Superior Court in 2012, Draper’s judicial career has faced mounting political and professional headwinds. In the June primary election, he lost his reelection bid to challenger Tal Khan Valbuena, a Los Angeles County deputy district attorney.

Because of his electoral defeat, Draper’s time as an active judge is already finite. He is scheduled to remain on the bench until January, when his current term expires and Valbuena is slated to take office. However, that timeline could be shortened significantly depending on the findings and subsequent ruling of the California Commission on Judicial Performance. The commission is expected to deliberate on the evidence presented during the hearing and announce its official disciplinary decision in the coming weeks, retaining the authority to remove Draper from office prior to the conclusion of his term if it determines that his conduct warrants immediate removal.

The disciplinary proceedings, which unfolded before the commission, follow a formal complaint filed in January that largely centers on Draper’s handling of a contentious 2022 civil employment case, Odom v.
